The Emancipation Proclamation was a calculated half-measure. The Republicans abolished slavery in the District of Columbia in April, 1862; they fulfilled their campaign pledge to forbid slavery forever in the territories the following June; Lincoln opened the flood gates with his Emancipation Proclamation on January 1, 1863. In these terms the collection works well, sometimes exceptionally so. After all, it was the south that fought for slavery...why are there not more families who own slaves?
